Market Value
The price a property would likely bring in an open, informed sale between a willing buyer and seller.
Tax sale buyers usually cannot inspect inside, so market value has to be estimated from the outside, comparable sales, and public records.
Assessed value, opening bid, and past winning bids are all different from market value.
